The recount was automatic based on state laws. The margin of victory was less than 0.5%
The fees are because Al Franken was declared the winner twice and Coleman challenged the results twice.
Al Franken has been declared a winner three times, Jan 5, April 13, and June 30.
At least they aren't saying the election was a fraud, like many of their cohorts are.

The ballots were properly handled and secured at all times. Procedure was to collect the absentee ballots at the courthouse and deliver them to the proper precincts on election night. When the 32 ballots in question were brought to the precinct after the polls closed the person delivering them found the precinct locked up and everyone gone home. The ballots were then brought back to the courthouse and were properly locked up for the night. They stayed there until precinct officials were contacted and arrangements were made to deliver them and have them counted.

The 32 Minneapolis ballots were part of the normal delivery of absentee ballots late in the polling day, according to Election Director Cindy Reichert.
She said they were retained when they couldn't be delivered because some polling places had shut down for the day. She said the ballots were kept sealed until other election duties were completed and were being counted Saturday afternoon, with results to be delivered to the state on Monday.

Reichert is all too happy to provide an explanation. She says the “car ballot” story is “just not true,” painting a picture of normal balloting procedures twisted into something grotesquely misleading.
The “car ballot” story emerged Saturday from the mouth of Coleman lawyer Fritz Knaak, who, according to AP, told reporters, “We were actually told ballots had been riding around in her car for several days, which raised all kinds of integrity questions.”
Knaak never provided a source and did not return two MinnPost calls for comment. However, he was already backing off his story at the same press event. As that day’s Pioneer Press noted, “Knaak said he feels assured that what was going on with the 32 ballots was neither wrong nor unfair.”
Before getting into the details, she makes three fundamental points:
1. The ballots were never in her car.
2. The ballots were never in anyone’s car for several days.
3. The ballots were never lost or forgotten, and spent Election Night until counting day in secure city facilities.

No, he didn't. All of the legitimate votes were cast by then. The preliminary count, using less accurate methods, indicated a small lead for Coleman. That was why the recount, using more accurate methods was required.

Knaak is Colemans own attorney.

The recount went all the way to the State Supreme Court. They declared Franken the winner.
I don't remember many on the right complaining when the US Supreme Court decided the presidential election of 2000.
